That’s one way of putting it. It’s pretty convenient — although I think it’s only really the government based organisations, the military and the Bracer guild that have access to them right now. It’s not like the general public’s got a lot of need to enhance themselves in battle.
Where better to test this crap than on a buncha kids running around on training exercises?
Better than trying it out on some top military brass in the middle of a warzone and discovering you fucked the security, or communication aspects of it.
